I am particularly alarmed by the claim that they will sign some preliminary memorandum that does not handle the nuclear development. And that the nuclear part must wait till later.

This war, from Trump’s perspective, has always been a focus towards dealing with China, not Iran. So Iran is a secondary interest. Controlling energy supply and critical waterways is essential to this focus. This follows a similar pattern in past motivations of US involvement in the region going back to the strong-arming of Golda in 1973.
Also the initial claim about the MOU did indicate the solution of the nuclear file would be made in the subsequent 30-60 day.
