I have some misgivings regarding this arrangement that gives at least the USA oversight on what Israel is developing and first grab at the product. The issue I see is that the USA can provide components of whatever is produced and while doing so hamstring Israel’s capability to market the product to other friendly nations. I am sure that there will be arguments pro and con but we need to see how this is really deployed when the agreement is passed. There is another aspect that wasn’t mentioned: is Israel also happy to go along with this agreement?
