Visit to Damascus by Gen Khalid Humaidan suggests imminent thawing of relations between regional foes

Saudi Arabia’s intelligence chief has travelled to Damascus to meet his Syrian counterpart in the first known meeting of its kind since the outbreak of the Syrian war a decade ago.The meeting in the Syrian capital on Monday is being seen as a precursor to an imminent detente between two regional foes, who have been at odds throughout much of the conflict.

I am told that Saudi Arabia met with Iran due to its strength, not weakness, as reported.  It would appear that the meeting with Syria is reflective of the same strength.  In my recent series of articles about Russia and the ME I raised the prospect of Syria returning to the Arab League and Russia replacing the US.

On May 3, 2021, the online Arabic daily Rai Al-Youm reported on that day’s visit to Damascus, by a Saudi delegation headed by Saudi General Intelligence Directorate chief Khalid Al-Humaidan. At a meeting with Syrian President Bashar Al-Assad and his special security advisor Ali Mamlouk, the sides agreed to reopen the Saudi Embassy in Damascus, as a first step toward normalizing relations between the two countries. Also according to the daily, the Saudi delegation informed Assad that Saudi Arabia would support Syria’s return to the Arab League, from which it had been suspended in 2011. The daily said that the Saudis were taking this step in the context of a Saudi assessment that the U.S. is likely to return to the JCPOA nuclear agreement with Iran and to rescind its sanctions on it.

Prime Minister Benjamin Netanyahu’s deadline to form a government expired at midnight Tuesday-Wednesday with the Likud leader unable to cobble together a coalition, possibly drawing the country closer to the end of over 12 straight years of being ruled by the Likud leader.

However, the rival bloc of parties could also fail to muster a 61-strong majority, and Netanyahu continues as transitional prime minister for the time being.

Serbian Minister of Interior Aleksandar Vulin has stated that President Aleksandar Vucic has started the process of unification of all Serbs in the region under one state, and that it cannot be stopped.

Vulin spoke of the need for all Serbs living in different countries in the Western Balkans to come under one country – what he called “the Serbian World” – as the only way to solve the so-called “national question of Serbs”, stop the alleged genocide against Serbs in the region. Moreover, the unification of Serbs would bring peace to the region, he said, and stop the creation of the so-called “Greater Albania”.

Recordings of MK Ayelet Shaked (Yamina) published on Monday evening by Amit Segal of Channel 12 News reveal her true feelings about which kind of government should be formed.

Shaked is heard commenting on the possibility that the mandate to form a government would be given to Naftali Bennett.

“We’ll campaign. Bennett first in a rotation for a year and a half, say, and then Bibi for another two and a half years, that would be best for everyone. If Naftali receives the mandate from the right, he will not go with the left with the mandate from the right in his hand. It will not happen,” she says.

T. Belman. Mudar Zahran, leader of the Jordanian Opposition Coalition, takes an opposite approach.

First, he says that Jordan Should not control the Wakf and that Israel should appoint Israeli Muslim citizens to manage the Wakf.

Second, he says that he is OK with my suggestion that the Temple Mount be shared. For Muslims, the only thing holy about it is the Al Aksa Mosques so a fence should be built around it and only the land and mosque inside the fence should be solely for Muslims.  The rest of the Temple Mount should be totally under the control of Jews as the entire Temple Mount is holy to Jews.

Jordanian Foreign Ministry says that the entire area of the Al-Aqsa Mosque s a place of worship for Muslims only.

The Jordanian Foreign Ministry on Monday sent an official protest memorandum to Israel demanding that it stop what it defined as “the provocations in the Al-Aqsa Mosque” and respect the historical and legal status quo and authority of the Waqf.

The ministry condemned Israel for permitting “extremists to enter the mosque under Israeli security for the last ten days of Ramadan.”

T. Belman. This report is too negative for me. No mention is made of Israel’s reaction to the Saudi attempt to gain more from negotiations. I would imagine that SA and Israel are also talking. The effect of a Houthi victory in Yemen is to put hostile Iranian forces on Saudi Arabia’s border just like Hezbollah is on Israel’s borders. There is no way that Iran will abandon attempts to get the bomb nor will Israel let them succeed. So to my mind SA will achieve nothing of value from their current talks.

One is to apply pressure short of war. That would involve squeezing the regime economically, isolating it from as much of the world’s commerce as possible, while at the same time strengthening and supporting its domestic opposition. At the same time, sabotage, assassinations, and other operations could delay the nuclear program and weaken the regime. At some point it will break, or the opposition will become strong enough to break it.
