Members Of The Qatar-Funded International Union Of Muslim Scholars Call For Action Against The UAE…

Peloni:  The UAE is committed to eliminating the threat of the Muslim Brotherhood in its own borders, and has employed a strategy which fails to employ such a rigid focus against radicalism beyond their own realm, which is why they spent two years opposing Israel from dealing a fatal blow to Hamas, and why they aligned with the radicals as it brought Israel before the UNSC on fake charges of condemning Israel just because an Israeli Minister visited the Temple Mount. Relevantly, the UAE is supporting the Trump strategy of only targeting a partial list including only some of the Muslim Brotherhood Chapters.  This attempt of half baked measures only serves to support the threat which Jihadism poses, to the UAE, and to the US, as it ignores the reality that Jihad seeks no borders, no divisions, and no bargains.  Instead, their goal is to include the entire world in their vision of conquest under a world wide caliphate, and the choice to lend support or tolerance to any aspect of these Jihadis or their goal only makes this goal all the more possible.  The Brotherhood and their policies need to be opposed by the moderate Sunni nations such as the UAE, but also by the Western nations such as the US.  Failing to appreciate the importance of seeing a cancer as cancerous only establishes the malignancy to spread and thrive beyond the relative boundaries which are selectively deemed as taboo.  As is evident here in this article, no bargains with this scourge will long protect those who enter into such arranged marriages of convenience.

The Trump administration’s intention to designate the branches of the Muslim Brotherhood (MB) in Egypt, Jordan and Lebanon as terrorist organizations has heightened tensions in the Arab world between supporters of the MB and its opponents. As part of this tension, two senior MB figures who are also members of the International Union of Muslim Scholars (IUMS), an arm of the Qatari regime for disseminating extremist Islamist, anti-Western and antisemitic ideology,[1] attacked the UAE over its positions and policies against the MB and its support for Trump’s initiative.

One of these figures is Essam Tallima, formerly a member of the movement’s political wing in Egypt and a close associate of Sheikh Yousuf Al-Qaradawi,[2] and currently a member of the Qatar-backed IUMS. In a scathing article against the UAE, he wrote that this country persecutes the MB and other Islamic organizations and incites Europe against them. Talima accused the UAE of siding with the Muslims’ enemies, acting against the interests of the Arab and Islamic world, and being the source of many of its problems. He called to form “an International Union of Victims of the UAE,” aimed at exposing this country’s negative role and constraining its actions.

The following day, MB figure Mohammed Al-Saghir,[3] who is a member of IUMS board of trustees, announced that he would join Talima’s “Union of UAE Victims” as a founding member.

The anger of MB figures toward the UAE was sparked by this country’s unequivocal support for Trump’s bid to designate certain MB branches as terrorist organizations. For example, Anwar Gargash, an advisor to UAE President Mohammed Bin Zayed Aal Nahyan, praised Trump’s November 24, 2025 executive order on this issue, calling it “a strategic, courageous, and historic decision that addresses one of the root causes of extremism.”[4] UAE academic Abdulkhaleq Abdulla, considered to be close to the Emirati president, called on his X account for the establishment of “an international coalition of the world’s 192 countries, led by the U.S., to confront the MB”[5] – a remark  that presumably prompted Talima’s call to form a “Union of UAE Victims.”

Moreover, according to a report on the news portal raialyoum.com, the UAE not only supports the Trump administration’s initiative but is playing a “prominent and leading role” behind the scenes in advancing it.[6] In this context, it should be noted that the UAE itself outlawed the MB and classified it as a terrorist organization already in 2014, and that it indeed acts to promote similar legislation in Western countries.

Following the issuance of Trump’s executive order, the Emirati press published numerous articles that warned of the threat posed to global security by the MB and its ideology, and of the MB’s ties to terrorist organizations, and called for its eradication. One article praised Trump’s order and commended the U.S. for adopting the stance of the UAE, which recognized the danger early on and classified the MB as terrorist in 2014.

This report presents the attack by the Qatar-affiliated MB figures against the UAE, as well as the discourse in the Emirati media against the MB following the publication of Trump’s executive order.

Qatar-Aligned MB Figure Launches Sharp Attack On UAE, Calls For Establishment Of “Union Of UAE Victims”

As stated above, Essam Tallima, a member of the Qatar-backed IUMS (an organ of the Qatari regime that disseminates extremist Islamist ideology), who previously served as office director and personal secretary of Sheikh Yousuf Al-Qaradawi and as a member of the MB’s political wing in Egypt, attacked the UAE in a December 18 article on the Arab21 website, which is affiliated with the MB and funded by the Qatari regime. Titled “The Global Union of UAE Victims,” the article sharply criticized this country, alleging that it harms the MB and other Islamic organizations and acts against the interests of the Arab and Muslim world. Tallima therefore called on all those harmed by the UAE’s policies to form a joint body aimed at constraining its actions.

He wrote: “The offenses committed by the UAE – which are tantamount to crimes against peoples, institutions and the Arab and Islamic nation, and are carried out on several levels – are no longer hidden from anyone. On almost every issue that concerns the Muslims, you will usually find the UAE on the opposite side, not on its own side. In fact, in many cases you will find that it sides with the Muslims’ adversaries, [including with] the occupier [i.e., Israel]. When there is a Muslim minority living in some country, it generally sides with the regime that is oppressing the Muslims there.

“The UAE’s aggression does not stop at organizations it dislikes, such as the MB  or Islamic streams that pose a threat to tyrannical regimes. These organizations, such as the MB and others, have never taken positions toward the UAE that should cause its regime any concern, but despite this, it confronted them on the ideological plane. [At the same time] it welcomed and sought to embrace Sufism, which  [promotes] superstition or passive piety that does not reflect the true religion… It has become clear to everyone that the Emirati plan aligns with the Zionist one and has even reached the point of merging with it, and that what [Israeli Prime Minister Binyamin] Netanyahu dreams of achieving the day after tomorrow, the UAE has already sought to achieve the day before yesterday…

“Look at most of the disasters afflicting the Arab world today, and you will find that the UAE has greatly contributed to them. In Sudan, for example, its support for Hemedti is hidden from no one.[7] The massacres in El Fasher caused the freedom lovers in the Western world to shed tears, and they poured their anger onto the UAE for its disgraceful role [in these events]. Before this, the UAE  did the same thing in Egypt when it supported the military coup [led by Abd Al-Fattah Al-Sisi, then Egypt’s military chief and currently its president, against the MB–led government of Mohamed Morsi] and the tyrannical treatment of the opposition forces [in that country]. Later it also [did the same] in Libya, when it supported [General Khalifa] Haftar and deepened the rifts between the authorities and the various sectors of Libyan society. Then this [behavior] spread to Tunisia, Yemen and other Arab countries. You will not find a [single] tyrannical regime or [arena of] devastation in which [the UAE] has not had a hand, directly or indirectly.

“The [negative] role [of the UAE] does not stop with the Arabs or with harming Muslims in their own countries. It has acted to extend this harm to Europe [as well]. It began inciting the European countries against Islamic centers and mosques and spreading alarmist messages about mosques and the people in them, in a manner no different from that of the [European] far right. This included [spreading] Islamophobia and labeling Islamic centers and da’wa [Islamic outreach] institutions as terrorist organizations – even though those countries responded that these [Islamic] centers were operating in accordance with the law and complying with it under transparent financial and legal systems. In other words, the UAE was being holier than the Pope: it stubbornly pursued this issue and worked to shut down centers in Ireland and Belgium.

“In addition, seizing the opportunity created by Trump’s decision concerning the MB in Lebanon, Jordan and Egypt, [the UAE] started pressuring Europe to issue a similar decision, while relying on the far right and pro-Zionist institutions to advance this [initiative]. Dr. Abdulkhaleq Abdulla, a political advisor to the Emirati president, even expressed this [by writing on his X account] that the world should form an international coalition against the MB, comprising 192 countries, just like the coalition that was previously formed to combat terrorism. Their plan here is not aimed [just] against the MB, but against anyone who opposes the [Zionist] entity [i.e., Israel] or the tyrannical [regimes]. The MB is merely a label through which they declare that everyone who does not fall in line with them should be punished and classified as [affiliated with the] MB, whether it is an individual, an institution, a country or a regime…

“All those harmed by the UAE should form an alliance or unite their efforts, for they are not few, whether they belong to the MB or to the oppressed peoples who have suffered greatly at the UAE’s hands… They should act on the popular [level] in an organized and serious manner [and establish what] could be publicly called ‘The International Union of UAE Victims.’[8] [This body] would use nonviolent and legal means… to constrain the UAE’s actions, expose its [negative] role and counter its unjust pressure with just and fair pressure, while supporting the truth and those who stand for the truth, so that [the UAE] stops harming institutions and peoples.”[9]

Senior IUMS Member: I Hereby Join Talima’s Initiative To Form An Anti-UAE Body

On December 19, 2025, the day after Talima’s article was published, Dr. Muhammad Al-Saghir, a board member of the IUMS, shared the article on his X account and commented: “Essam Talima has announced a new global union, and I hereby announce that I am joining it as a founding member. I also call on everyone to read the article, in which he sets out the urgent motives for establishing the union, and urge all those to whom the conditions apply [i.e., all those harmed by the UAE] to hurry up and join [the union], and to share [the article] widely…”[10]

Articles In Emirati Press: The MB Is A Global Threat That Must Be Eradicated; The UAE Has Long Warned Against It

As noted above, the background to Talima’s article and the reason for the anger of the Qatar-aligned MB figures toward the UAE is this country’s firm and uncompromising policy against the MB, which has been classified there as terrorist for over a decade, as well as the UAE’s diplomatic efforts to raise awareness of the danger in the West. In articles published in the Emirati press since the issuing of Trump’s executive order, writers emphasized the threat posed by the MB and its ideology to global security and peace, highlighted its links to various terrorist organizations worldwide, and called for its eradication. One article praised President Trump’s initiative and commended the U.S. for joining the countries that have adopted the UAE’s tough stance toward the MB.

UAE Daily Al-Khalij: The MB Is The Source Of All Terrorist Organizations; It Is A Threat To The World That Must Be Eliminated

A December 3, 2025 editorial in the Emirati daily Al-Khalij came out strongly against the MB and its ideology, stating: “…When they ask you about the MB, say that it’s the ancestor and the umbilical cord of all terrorist organizations, and the root from which they all sprang: Al-Qaeda, ISIS, the Somali Al-Shabab movement, the Group for the Support of Islam and Muslims [GSIM, Al-Qaeda’s affiliate in the Sahel], and other organizations like it in the Maghreb and the Sahel, as well as the Ennahda Party in Tunisia – [groups] that used Islam as a cover for their recklessness and espoused the exclusionary takfiri[11] ideology that does not recognize the other, as well as the program that is based on destroying societies and dismantling them…

“When they ask you about the MB, say that it’s an organization… whose ideology permits bloodshed and the desecration of the homeland. It is an organization that has carried out assassinations in the name of Islam – from the killing of [Egyptian judge Ahmad] Al-Khazandar[12] and Egyptian prime minister Mahmoud Fahmy Al-Nokrashy[13] to the attempted assassination of the late [Egyptian] president Gamal Abdel Nasser – under the despicable pretext of ‘jihad for the sake of Allah’…

“The MB failed in all its attempts to take over states. All the statements of its founder, Hassan Al-Banna, about seizing power and exercising control in the name of Islam are utter nonsense. His claim that ‘our mission is to rule the world and guide humanity to the correct laws and teachings of Islam, without which people will not be happy’ does not express the truth about Islam as a religion of truth, peace, justice, equality and respect for the opinions and beliefs of others. Rather, they are the words of a man who harbors a delusion of superiority and advantage over others, and who is steeped in all the distortions that have become associated with the Islamic faith, such as the concepts of Dar Al-Islam and Dar Al-Harb,[14] or [the idea] that Muslims will rule the world through Islam. This proves that the MB does not belong in this era – or any era – as though it is living on another planet…

“When they ask you about the MB, say that everyone wants to disprove the ideology of this organization due to the danger it poses to societies, to the homeland and to our future generations. We must all expose the flaws and shortcomings [of this organization] and all its false claims, that it [merely] preaches Islam and calls for the establishment of a Muslim state, when in actuality it does not represent either Islam or the state and does not recognize the idea of the homeland. Therefore, it is nothing but a burden on the homeland, on society and on Islam. In fact, it constitutes a threat to the world that must be brought to an end.”[15]

Emirati Journalist: The MB Must Be Designated As Terrorist In Order To Eliminate Its Threat To The World

In his November 24 column in the UAE daily Al-Bayan, journalist Muhammad Al-Shehhi called on the world to be aware of the danger posed by the MB and its ideology, and to prevent any attempt by this organization to reinvent itself in a new guise. He wrote: “…Whoever follows the history of this organization [the MB] and its condition in the past and present finds that, wherever it is present, it leaves behind only ruin, destruction and chaos. Experience has shown that its presence in society leads to social disintegration, political tension, internal unrest, deviation from the path of development and prosperity, entanglement in conflicts and divisions, and confrontation with the state institutions whenever national policy runs counter to its interests. How numerous are the states and societies that have been gravely harmed  by it…

“[MB] activists have proven that they have extremist, terrorist agendas and ideologies, and that they do not hesitate to kill and shed blood in order to achieve their goals… Ideologically, they are mired in a swamp of extremist ideas, [ideas] that push young people into the heart of armed conflicts and strip them of their loyalty to their homelands and societies, so that they effectively become captives of those [MB activists] who brainwash them and use them as tools to realize their aspirations for power.

“An objective reading of these facts highlights the importance of the decision taken by some countries in recent years to include this organization on [their] terror lists… These decisions helped to confront this extremist stream [by] drying up its sources of support, limiting its destructive actions and preventing the recycling of the extremist discourse it promotes through various religious and media platforms with the aim of deceiving the public and recruiting supporters.

“Today, national interests require other countries to follow this path [as well], in order to protect their societies and their future generations. The UAE has already demonstrated that it is a leading model in this regard, having made an early, firm decision to include the MB on its terror list. This strategic approach bore fruit in protecting Emirati society from attempts to spread the extremist ideas of the MB [within it] and closed the doors to this organization and its like…

“The international community, [too], must now develop a much greater awareness of the danger posed by this organization and its like, and arm itself with a firm strategic and legal resolve to prevent its spread and block any despicable attempt [by the MB] to reinvent itself under a new guise.”[16]

Columnist For Emirati Daily Al-Ittihad: Trump’s Executive Order Confirms What The UAE Has Been Saying About The MB Since 2014

Muhammad Al-Tawhidi, a Shi’ite imam of Iraqi origin who serves as an advisor on counter-extremism and terrorism affairs at the Emirati TRENDS think tank, addressed the issue of the MB in his column in the Al-Ittihad daily. He praised both Trump’s executive order and the position of the UAE, which presciently designated the MB as terrorist already in 2014.

He wrote:  “In a move aimed at combating and uprooting ideological threats, U.S. President Donald Trump announced his intention to move forward with designating the MB as a terrorist organization. This announcement… reflects a renewed American inclination to dismantle the networks that fuel extremism around the world. Although the decision is not yet operational, the fact that the U.S. administration is taking this path represents a very important development and indicates that the world has joined the approach of the UAE, which was years ahead of everyone else in exposing this [MB] threat and warning against it. The UAE understood the nature of the MB’s program and its cross-border implications early on, and since 2014 has been laying down the practical ideological and political groundwork for confronting it… Although [the MB] presents itself as a social movement preaching [Islam], history has shown that it was the mother organization of the modern extremist ideologies. Its theories gave rise to the books of modern extremism, and its curricula are the source of the ideological and organizational foundations of Al-Qaeda and ISIS…

“When the UAE classified the MB and more than 80 of its affiliated organizations as terrorist entities in 2014, many regarded this decision as unacceptable. However, it [actually] reflected a deep strategic insight based on a careful reading of the organization’s nature, its methods of expansion, and its ongoing attempts to infiltrate Gulf and Arab societies. The UAE led this historic shift, warning in international forums that neglecting Islamist ideologies, or political Islam, would lead to greater waves of extremism in the future. Time has proven that this analysis was indeed correct, as many countries later joined the Emirati stance – from Egypt, Bahrain, Syria and Jordan to the U.S., which now appears closer than ever to taking a similar step…”[17]


[2] Sheikh Yousuf Al-Qaradawi (1926-2022) was a leading MB ideologue who founded the IUMS in 2004. Born  in Egypt, he settled in Qatar in the 1960s, formed close ties with its ruling family and worked to promote the emirate’s status as an Islamic power. He was known for his extremist positions in favor of jihad and terrorism and even suicide attacks, and for his anti-Western views and aspirations for Islamic domination of Europe. His positions made him a controversial figure in the Muslim world, and a number of Arab countries designated him as a terrorist.
