Perhaps, but there is a compelling case to be made that the strike, even in failure, made the key point to Hamas’ key patrons at the time who were encouraging Hamas to hold out: Qatar and Turkey.
By striking Doha, it signaled those two that the safe, quaint little game they were playing through Palestinian Arab and Israeli lives while enjoying immunity from consequences was over. Israel signaled that they would begin also to pay the price for their mentoring, funding, supporting and providing safe haven for Hamas leaders.
As such, the moment their immunity from being touched themselves by the conflict was lifted by Israel’s strike, they panicked and sought to shut it down immediately. Not out of altruistic or good will, but out of fear that their bluff has been called and they face consequences.
In that sense, it was the strike itself and not the following diplomacy that was the central factor in getting the hostages out.
