The following interview provides a deep dive into the threat that has been rising in the Palestinian Authority as it systematically builds the territorial, military, and ideological foundations vital for the establishment of a Palestinian state.  In this report, Channel 14’s Judea and Samaria Correspondent Eliya Aviv describes this threat in interviews with members of the Regavim movement as well as Captain (Res.) Binyahu Mellet, HY”D. It should be recalled that Mellet was recently murdered by a terrorist who utilized training that enabled him to steal a weapon from a member of the Jewish defense forces after the defender hesitated to fire while being attacked.

The Palestinian Authority is acting in such a way as to control the land, an army and a narrative and thereby create a second Palestinian state in the ancient lands of Israel.

It begins with the land.  In accordance with the Fayyad Plan, the PA is moving to establish facts on the ground, particularly in Jewish Area C to complete this plan.  Through PA and EU funding, they are actively moving to seize lands in Area C, even as the majority of lands in Arab controlled Area A are still undeveloped.  They are able to do this because of a lack of law enforcement by the Israeli govt.  So, they are seizing what should be Jewish land in Jewish Area C to establish facts on the ground via illegal Arab settlements so as to extend the potential boundaries of any proposed second Palestinian State.

The center of this project is around Khan al-Ahmar.  Khan al-Ahmar lies at the center of three large Arab cities, Ramallah, Jericho and Bethlehem, and this block forms an encirclement of the eastern aspects of Jerusalem which the proponents of the Two State Solution like to call “East Jerusalem” and which they also anticipate to form the capital of their long desired second Palestinian State.  Hence, Khan al-Ahmar stands as an Arab stronghold at the most strategically critical point in the Area C.

The process established in Khan al-Ahmar for seizing strategic territories using illegal settlements to promote the Fayyad plan is being used as a model by which additional strategic sites are to be targeted so as to promote the establishment of the second Palestinian State.

Beyond the issue of controlling the land, however, this report by Eliya Aviv goes on to depict what is perhaps a far greater threat in the form of a well armed, equipped and trained PA army.  The facilities at Al-Istiqlal University near Jericho has effectively become a military base where personnel undergo rigorous training in the areas of special operations, night fighting, urban warfare, combat in difficult terrain, seizing communities and storming buildings. These capabilities go well beyond those required by any policing force and instead amount to the formation of an army preparing for war with Israel.

Notably, both the numbers of men involved and the arms being employed by the PA forces strictly contrast with what was permitted under the Oslo agreements.  Indeed, according to a classified document cited in this report, Aviv states that the PA forces include “9,500 police officers… alongside … 8,670 National Security fighters, which is essentially a euphemism for an army” and they are armed and trained with armor-piercing weapons, PKM machine guns, RPGs and missiles, ie military grade weaponry.  All of this stands in clear violation of what was agreed upon in the Oslo Accords, and yet, these numbers are a fraction of what Regavim has reported to be the true numbers in the the PA forces.  Instead, Regavim’s report on the PA forces describes a force of some 70,000 members, armed and trained for war rather than for policing Arab villages.  The operational and tactical capabilities of this force stands far far above anything anticipated by the forces of Hamas which invaded the Gaza envelope on October 7, 2023.  What is worse is that this formidably trained, armed and funded PA army stands able to breach along the entire length of the seam line separating the territories controlled by the PA at the heart of Israel.  As noted in the video, the threat and capabilites of this PA army has been well described, and what remains to be determined is when this force will be triggered to strike, as occurred on October 7.
