On May 22, 1991, Mohamed Akram, sent a strategic memorandum to the Muslim Brotherhood leadership in North America. Akram was no fringe preacher. He sat on the movement’s North American leadership, was tied to the Palestine Committee, the arm the Brotherhood built in the United States to serve Hamas.
The memo was found in 2004 in a search of the home of Ismail Elbarasse, the network’s archivist, and entered as prosecution evidence in the Holy Land Foundation trial.
He wrote a plan: ?The enablement of Islam in North America?: a stable movement led by the Brotherhood, adopting Muslim causes at home and abroad, presenting Islam as a civilizational alternative, and supporting the global Islamic state wherever it exists…?
Yusuf al-Qaradawi, the movement’s spiritual authority and a fixture of Doha, said it aloud. In Ohio, 1995: “We will conquer Europe, we will conquer America, not through the sword but through da’wa.”
On Qatar Television, July 28, 2007: “I expect Islam to conquer Europe without resorting to the sword or to fighting.”
As I described at NatCon, the logic is three stages:
*First, da’wa: institutions, schools, charity, entry into public life in the language of rights.
*Second, power: politics, academia, unions, and alliances with forces larger than the movement.
*Third, tamkin: converting influence into norm, then institution, then law. Each stage wears the language the West most wants to hear.
The force multiplier is the alliance with the radical left.
Political Islam brings organization, voting discipline, and community. The left brings platforms, connections, and a legitimacy that drowns every criticism under the heading of racism. The partnership is not new.
In 1979 it carried Khomeini to power: the communists and the Iranian left bore the revolution, and were liquidated the moment political Islam no longer needed them.
Anyone who thinks the left will remain the senior partner this time has not read the previous chapter. The new face of the method is the Islamist who speaks fluent progressive.
Zohran Mamdani does not arrive as a preacher. He arrives as a housing activist, a DSA man, a candidate of rent and justice. Ilhan Omar arrives as a refugee story and a feminist voice. The language is equity, decolonization, Palestine.
Europe is already inside it.
The Belgian intelligence report for 2025 has a chapter titled “The Muslim Brotherhood: Behind the Mask of Moderation.” Concealed ties, covert influence, infiltration, lobbying, and a long-term goal: an order in which religious norms regulate the life of the individual, society, and the state.
In Britain, in January 2026, the United Arab Emirates restricted funding for study at British universities over fear of Islamist radicalization on campus. A Muslim state is afraid its children will be radicalized in London.
Michigan is the American laboratory. In the 2024 Democratic primary, more than a hundred thousand voted “uncommitted,” a protest against Biden’s Gaza policy. In a swing state that is not an opinion. It is a whip.
And here is Abdul El-Sayed
*After the car-bomb attack on Temple Israel synagogue, he said “hurt people hurt people.”
*On Khamenei he chose silence, because “there are a lot of people in Dearborn who are sad today.”
*On October 8, 2026, in a debate on WOOD-TV in Grand Rapids, the Democratic nominee for Senate was asked which is more dangerous to the United States, Iran or Israel. His answer: “Both of them have proven dangerous in their own way.”
*He wrapped October 7 in the voice of a man who does not “make political theater out of other people’s pain.”
The left gives him the party. Political Islam gives him the base.
