Texas Attorney General Ken Paxton announced Monday that his office launched a formal investigation into a proposed massive “sustainable city” development in Kaufman County, Texas.
The probe centers on allegations that the Dubai-linked project could be an unlawful attempt to establish a “sharia city” on American soil, potentially accommodating up to 20,000 foreign nationals in an unincorporated area of Kaufman County.
Paxton’s announcement directly credits “public reporting” as the trigger for the action. The Daily Caller exclusively reported Feb. 4 on how rural Kaufman County residents had grown increasingly alarmed by a seemingly secretive potential land acquisition by a Saudi Arabian private holding group, SEE Holdings.
The investigation revealed that a buyer from Dubai, represented by a Dallas, Texas, law firm, was seeking approval for three new municipal water districts to support a so-called sustainable city project. SEE Holdings is a firm known for its net-zero developments in Dubai, which often include mosques and community amenities aligned with Islamic principles.
Within days of publication, the story gained traction among local residents and across conservative media and social platforms. Paxton’s office responded aggressively, issuing Requests to Examine (RTE) to SEE Holding and Kaufman Solar LLC. These demands seek detailed information on company communications with local city, school, county, and state officials; corporate relationships; land purchase records; and full development plans.

Kaufman County residents told the Caller they were alarmed at the seemingly secretive posture local officials had taken regarding the potential new city.
“I do know that all officials are being very careful and not putting anything in writing. Only phone calls are being answered and made. No one has had any luck communicating in writing at the moment. Which makes it super hard. Very smart on their part,” a source familiar with the planned sustainable city said. “I pretty much don’t believe anyone anymore with what they say they will do.”
Paxton’s announcement promised a full investigation into the development “for any unlawful actions,” adding that “while you’re on American soil, you will obey America’s laws.”
