Interestingly, since this recording was released, Min. Barkat, who has been working most closely with the emirates plan, announced the following:
Israel intends to break up the Palestinian Authority, extend sovereignty across Judea and Samaria, and pursue an “Emirates-style” framework for Palestinian cities.
