My guess is that Pope Leo wants to combine Islam with Catholic Christianity. He also wants the Church of England to join in, and anyone else who is willing to forget their Lord for the sake of the big party. Taking the Jews as an example, that will simply not happen.
If my guess is true, he will give up on Christianity to get more people under his wing. This hen is no shepherd. That was a bad choice for Catholicism and trouble for the rest, since quite obviously, Islam will not bend to accommodate anyone. Earlier Popes had similar intentions but understood that they had no partner for this venture.
